Outsourcing of the Management of the Education Support Fund (ESF)

PEEPA and Government, through the Ministry of Education and Skills Development and PEEPA are undertaking a project to outsource the Education Support Fund (ESF) that will be used for financing students for Tertiary Education.  The project will be managed by the private sector and its aim is to establish an education fund in line with the sector policies.

Outsourcing of Non-Core Services in Hospitals

PEEPA and the Ministry of Health (MoH) have embarked on a programme to outsource non-core services (cleaning, laundry etc.) in hospitals. . The current stringent financial climate and current state of service provision within hospitals led to this decision to explore possible solution through Outsourcing.

 


Public Services Outsourcing Programme( PSOP)

 For many years the implementation of outsourcing by Government has been fragmented. This fragmented approach resulted in few projects being undertaken. Recently Government made a decision that outsourcing of non-core services should be mandatory across all Independent Government Departments and Ministries; office cleaning, security guarding and gardening and maintenance.

The 1st phase includes all Independent Government Departments within Government Enclave and Ministry Headquarters. The position of Contract Manager within Government will be introduced to ensure efficient and effective implementation of the PSOP. A lessons learnt report will be compiled and be used as input to develop a Practical Guide to Outsourcing drawing from the experiences of tranche 1 and other outsourcing projects. The guide is intended to be used Ministry officials as they implement phase 2 of the PSOP.
